The DISARM acronym stands for Disinformation Analysis and Risk Management and is a framework developed by the DISARM Foundation, inspired by the MITRE ATT&CK framework which is used in cybersecurity.
The DISARM Framework is an open-source tool designed to help organizations identify, analyze, and counteract disinformation. Developed with insights from global cybersecurity practices, it offers a structured approach to understanding and mitigating the impact of false information.

Procedures are the specific combination of techniques across multiple tactics (or stages of an attack) that indicate intent and may be unique for different threat actors.
